NATCA News Alert: Federal Employee Paid Leave Act Update
Brothers and Sisters,
As you have read, the National Defense Authorization Act for Fiscal Year 2020 (NDAA) contains a new title called the “Federal Employee Paid Leave Act.” This Act will provide 12 weeks of paid parental leave to parents of children born or adopted on or after Oct. 1, 2020. NATCA has been working to pass legislation to afford our members paid parental leave for several years. The inclusion of the Federal Employee Paid Leave Act into the NDAA was a last-minute agreement.
Unfortunately, due to a loophole in the language, FAA employees are not covered by this Act, because our FAA members are not covered by the leave provisions contained in title 5 of the U.S. Code. Fortunately, we noticed the loophole, and it will be corrected long before the Act goes into effect. We have spoken with leadership from both parties in the House and Senate, and they have committed to close the loophole quickly. Any attempt to correct the language now would jeopardize the passage of the NDAA. We expect the fix to be included in the Continuing Resolution that will be introduced next week.
