PHASED EXPANSION OF EOC TO 24X7 OPERATIONS & CENTRALIZATION OF CERTAIN FUNCTIONS – LEESBURG, VA
On April 13, 2020, NATCA was informed by the Agency of its plans to expand the Enterprise Operations Center (EOC), AIF-10 (under AIT) from its current daytime weekday operation to a 24×7 operation, and to centralize functions in Leesburg, Virginia. The planned expansion and centralization will be accomplished in phases. This change affects the seven existing bargaining unit employees within EOC, and primarily prospective bargaining unit employees that the Agency plans to hire to ensure appropriate staffing levels, as it expands services at the Leesburg facility. The Agency explained that the changes are being executed in order to provide immediately available support for many of the Mission Support Services already being performed at the facility, and to meet air traffic demands in the area. The organizational changes have no detrimental impact on the working conditions of current bargaining unit employees and will not substantively alter the actual work being performed by the bargaining unit. NATCA will monitor the vacancy announcements and the working conditions of incoming BUEs to ensure that the Agency is contractually compliant.
