PROGRAM FOR EMERGING LEADERS AND ARTICLE 44 OF THE 2016 CBA

On May 21, 2020, the Agency briefed NATCA regarding its Program for Emerging Leaders (PEL), specifically how it interacts with Article 44 of the 2016 collective bargaining agreement (CBA) regarding temporary assignments away from the facility.  The PEL is an Agency-wide leadership development program lasting approximately eight (8) months.  PEL cohorts are competitively filled from a pool of applicants.  The possibility that PEL participants may be assigned to participate in developmental activities away from their facilities prompted NATCA’s briefing request to ensure that any temporary assignments away from the facility comports with the CBA.

The information that the Agency provided during the briefing raised a number of additional questions regarding the PEL, including questions about the application process and the process by which participants are notified of their selection.  NATCA requested additional information regarding these and other aspects of the PEL.  NATCA awaits this additional information from the Agency.
