FAA HUMAN RESOURCES GUIDANCE, A FRAMEWORK FOR RETURN TO NORMAL OPERATIONS BRIEFING

On July 7, 2020, the Agency briefed NATCA regarding its plans to implement FAA Human Resources Guidance, A Framework for Return to Normal Operations, Manager’s Human Resources Guide.  The Guide itself is intended to instruct managers on the phased and staggered return of employees to the workplace.  The guidance applies to those bargaining unit employees (“BUEs”) who have been on maximized telework or other emergency-based flexibilities.  It does not apply to those employees who were required to work at the physical job site during the COVID-19 public health emergency.  NATCA responded to the Agency’s notice by requesting a full briefing to obtain an explanation of the manager’s guide, and to ensure that it did not adversely impact BUEs.

NATCA will ensure that the Agency follows through with its outstanding action items and IOUs.  NATCA will monitor the Agency’s data, and decision-making.  Where necessary, NATCA will introduce proposals that govern the return to normal workplace operations by the established deadline of Friday, July 24, 2020.
