On July 28, 2020, the Agency briefed NATCA regarding revisions to EMP-1.37 Air Traffic Control Specialist Hiring.  EMP-1.37 outlines the Agency’s policies for recruiting, assessing, and selecting candidates for ATCS positions.  The latest version specifies that an employee on a detail from a non-covered position to a covered position—that is, to a position that is actively engaged in the separation and control of live air traffic or that provides preflight, in-flight, or airport advisory service to aircraft operations—does not receive creditable service (i.e., “good time”) for the detail for purposes of air traffic controller retirement.
