EMP-1.25 STUDENT LOAN REPAYMENT PROGRAM

On August 18, 2020, the Agency briefed NATCA regarding revisions to EMP-1.25 Student Loan Repayment Program and the associated Reference Materials.  The Federal Student Loan Repayment Program (SLRP) allows agencies to repay federally insured student loans, in whole or in part, as a retention or recruitment incentive for employees in hard-to-fill or mission-critical occupations.  The revisions require each Line of Business (LOB) and Staff Office (SO) to assign a SLRP point of contact.  EMP-1.25 requires employees who participate in the SLRP to sign a service agreement, and it sets forth the conditions of the program.

During the briefing, the Agency did not address how the SLRP would be funded, nor did it state that any LOB/SO is currently offering repayment of student loans as a retention or recruitment incentive for employees in hard-to-fill or mission-critical occupations.  NATCA requested additional information regarding how the Agency intends to fund the program, as well as how notice will be provided in the event the Agency intends to make the program available to bargaining unit employees.
