WLB-12.8 NURSING MOTHERS PROGRAM

On August 17, 2020, the Agency briefed NATCA regarding revisions to WLB-12.8 FAA Nursing Mothers Program.  Most importantly, the revision removes language suggesting that the duration of a lactation break should be limited to 15–30 minutes.  It also adds roles and responsibilities for Facilities Managers, among other minor changes.

During the briefing, NATCA and the Agency agreed that the revisions to the policy will have no effect on NATCA bargaining unit employees (BUEs), because the matter is covered by Article 31 of the Slate Book (for BUEs covered by the Slate Book) and by the Parties’ Memorandum of Understanding (MOU) on the subject dated October 1, 2019 (for BUEs covered by the Light Blue Book and Purple Book).  In accordance with those agreements:

  1. All BUEs who are nursing mothers and need to express milk while on duty are entitled to a reasonable paid break to do so.
  2. NATCA and the Agency at the local level shall meet and collaboratively determine a suitable location for a lactation space at the given facility.
  3. BUEs covered by the Slate Book who are nursing mothers must submit to their supervisor the Nursing Mothers Program Form included as Appendix H to the Slate Book to participate in the program.
  4. BUEs covered by the Light Blue Book or the Purple Book who are nursing mothers must submit to their supervisor the Nursing Mothers Program Form included as Appendix 1 to the October 1, 2019 MOU to participate in the program.
