ORDER 8000.90C AOV CREDENTIALING AND CTO CERTIFICATION PROGRAMS
On August 31, 2020, the Agency briefed NATCA regarding revisions in Order 8000.90C Air Traffic Safety Oversight Credentialing and Control Tower Operator Certification Programs. Order 8000.90C specifies procedures for Control Tower Operator (CTO) certificates as well as Air Traffic Safety Oversight (AOV) Credentials. The revisions did not affect certification or rating standards. The revisions consist of formatting updates; editorial changes; updates to addresses and reference documents; and updates to reflect current policies, agreements, and forms. The most substantial change to the Order permits Air Traffic Control Specialists (ATCSs) with tower rating, who leave the FAA to work for Federal Contract Towers, to use their tower rating to bypass the requirement to take the Airmen Written Test.
