On October 29, 2020, the Agency briefed NATCA regarding revisions to EMP-1.14: Permanent Internal Assignments.  The revisions incorporate provisions from various Human Resources Operating Instructions (HROIs) and Human Resources Policy Manual (HRPM) Compensation chapters.  Among other things, the revisions also: (1) update the number of days prior to release from active duty during which a preference-eligible veteran can apply for a vacancy; (2) clarify when competition is or is not required for a vacancy, including specifying that a former permanent civilian employee can be reinstated without competition to any position for which the employee is qualified; and (3) include a 90-day restriction for movement after a competitive appointment.  NATCA is evaluating the effects of these revisions.
