Aeronautical Information Management Modernization (AIMM) E1 

Background:  AIMM Enhancement 1 (E1) plans to address the agency’s strategic objectives of establishing authoritative airspace source, consolidation of legacy airspace design tools into a consolidated Enterprise Airspace Tool (EAST), standardize NOTAM collection, management and distribution from a single authoritative source, provide International Civil Aviation Organization (ICAO) compliant Notices to Airmen (NOTAMs), and improving the Aeronautical Common Service (ACS) system. AIMM E1 provides capabilities that improve AI accuracy and accelerate the adoption of new standards building upon AIMM S1, AIMM S2, and FNS Sustainment. AIMM E1 has gone through several changes since its inception, most recently a decision to separate the United States NOTAM system (USNS) to Federal NOTAM System (FNS) migration from AIMM E1 in order to expedite the development of a sole NOTAM repository. NOTAM modernization is an FAA Top 5 safety priority. Final implementation of AIMM E1 is slated for October 2024. 

FNS Migration 

Currently the slated time to receive a Final Investment Decision for the separation of the USNS to FNS migration out of AIMM E1 is the fourth quarter of FY2021.  The current FNS and USNS hardware is failing and requires a tech refresh.  The Agency is not in compliance with the FAA Reauthorization Act of 2018.  Meetings are being conducted weekly on subjects regarding the Intergraded Enterprise Services Platform (IESP) and the Baseline Data Editor (BDE).  The BDE is the way in which the 28- and 56-day updates get put into the FNS.  There are new requirements that for this system that NATCA has some questions about.  These questions have been noted and will be addressed after the holidays.
