ORDER 7110.65Z CHANGES REGARDING TRANSFERRING AND RECEIVING CONTROLLER HANDOFF

On January 21, 2021, the Agency briefed NATCA regarding changes to paragraphs 5-3-4, 5-4-5, and 5-4-6 in Order JO 7110.65Z.  The changes address transferring and receiving a controller handoff.  Changes were previously made to paragraphs 2-1-14, 5-4-5, and 5-4-6 in 2015 in response to an Air Traffic Safety Action Program Corrective Action Request (ATSAP CAR).  However, an ambiguity existed because language in paragraph 5-4-5n depended on language that had been deleted in 2015.  The remaining changes are largely editorial: they remove outdated terms, improve readability, and rearrange 5-4-5 (Transferring Controller Handoff) in a more chronological order.

During the briefing, NATCA raised several issues regarding the changes.  The Agency agreed to work collaboratively with NATCA to resolve these issues.
