NATCA News Alert: NATCA, FAA Extend Multi-Unit/Consolidated Collective Bargaining Agreements

Dear Brothers and Sisters,

NATCA’s highly successful and productive collaborative relationship with the Federal Aviation Administration (FAA), combined with the start of a new administration committed to supporting unions and collective bargaining rights, has led to great news today: Our Union has signed memorandums of understanding (MOUs) with the FAA to extend both the Multi-Unit Collective Bargaining Agreement (CBA) and the Consolidated CBA, which were scheduled to expire on July 1, 2021. The agreements, which extend the duration of both CBAs to July 1, 2024, currently cover more than 4,600 bargaining unit employees (BUE) — nearly one quarter of NATCA’s total represented BUEs.

These are challenging times for our workforce and their families and for the National Airspace System (NAS) that all of you work so hard to protect and improve. We believe these CBA extensions provide stability for the workforce and ensure continued collaboration to modernize the NAS and provide the American traveling public with the safest air transportation system in the world.

The Multi-Unit CBA, dated April 7, 2011, is known as the Light Blue Book. It covers the Drug Abatement (DAI), ABA-Budget (ABA), Finance and Management (AFN), Automation Specialist (AOS), Aircraft Certification (AIR and AIR-110), General Counsel (AGC), Logistics (ARO), and Airports (ARP) bargaining units. The Consolidated CBA, dated June 2, 2013, is known as the Purple Book. It covers the Engineers and Architects (E&A), Staff Specialists (SSS), Aviation System Specialists (ATSS), and Flight Procedures bargaining units. The March 30, 2021 MOU extending this agreement can be found here.

The extension of these agreements preserves the existing work rules and future pay adjustments for the duration of the extension. It is also the continuation of the strong desire for both parties to remain focused on building a collaborative environment and improving the safety of the NAS by continuing to work together.

We are very pleased to bring you this news. We are proud of these CBAs and what they have meant to our represented bargaining units, as well as what they have represented in our collaborative relationship with the Agency. We will continue to use this collaborative relationship to navigate our way through the COVID-19 pandemic and look ahead to a brighter future.
