NATCA News Alert: President’s Alternative Pay Plan for 2022
Dear Brothers and Sisters,
On Friday afternoon, in accordance with the requirements of the Federal Employee Pay Comparability Act of 1990 (FEPCA), President Biden submitted to the Speaker of the U.S. House of Representatives and the President of the U.S. Senate his alternative pay plan for 2022. It would provide for a 2.2% across-the-board general increase to statutory pay systems including the General Schedule (GS) and an additional 0.5% average locality pay increase. This alternative pay plan would go into effect for the first pay period in January 2022 absent an appropriations law that amends the President’s plan.
Under the terms of NATCA’s Slate Book CBA with the Federal Aviation Administration (FAA), this would result in a pay adjustment equivalent to the GS 2.2% pay increase for all bargaining unit employees and also a pay band adjustment equivalent to the GS band movement of 2.2%. For the Consolidated Purple Book and Multi-Unit Light Blue Book CBAs with the FAA, this would result in a pay adjustment equivalent to the GS 2.2% pay increase for all bargaining unit employees up to the band maximum with the remainder paid as a lump sum and a pay band adjustment equivalent to the GS band movement of 2.2%. All three CBAs with the FAA would also provide for locality rates to be adjusted consistent with the government-wide locality rates.
