July 1, 2016 // This Week’s Notebook: RVA Contract Tower Tentative Agreement, Investments Guidance, Seminar Dates, and Much More!
On June 15, RVA Federal Contract Tower employees received the following email concerning the tentative agreement that has been reached for these essential employees:
Dear Brothers and Sisters,
We are pleased to announce that NATCA and RVA have reached a tentative agreement on a new Collective Bargaining Agreement (CBA) with the exception of two articles that remain in dispute. The two remaining articles are Article 11, Dues Withholding, and Article 14, Working Hours. Pursuant to the ground rules agreed to by NATCA and RVA, the disputes concerning these two articles will now be submitted to an arbitrator for final resolution. We are currently in the process of selecting an arbitrator and scheduling a hearing.
In order to protect the integrity of the process, details about the proposed CBA will not be shared at this time. However, once the arbitration process has concluded, members will be afforded the opportunity to review a complete copy of the proposed CBA and ask questions prior to the ratification vote. We will provide further information about the timing of the arbitration hearing and ratification process as it becomes available. In the meantime, the current CBA remains in full force and effect.
Thank you,
NATCA Negotiation Team
“This is a true testament of the passion and dedication of our RVA FCT Contract team members,” said National Organizing Committee Chairman John Bratcher, upon hearing the news. “While we hoped to achieve an agreement with RVA without using the mediation to finality process, we look forward to resolving the two outstanding articles and feel that we have strong positions on both.”
He continued, “The mediation to finality process is utilized by our federal sector bargaining units and this is the first instance in which we were able to insert the process into negotiations with a private ATC employer. We strongly believe that it is a fair process and one that will ultimately yield a favorable result concerning the two outstanding articles.”
“I am extremely excited for our members in the RVA FCT bargaining unit to see a tentative collective bargaining agreement and look forward to it being ratified by the membership in the near future,” he further stated. “The tentative agreement exemplifies our continuing efforts to move our Union and the professions we represent forward.”

Cambridge Corner: Stay Invested
Attempting to buy investments when prices are low and sell when prices are high – market timing – may sound like a sensible plan. But market movements are very hard to predict. Being out of the market during an upswing can significantly affect your portfolio’s long-term performance. Remaining fully invested is your best chance for reaching your goals.
