ARVP Update

Last weekend, NATCA held our biennial convention in San Francisco. Delegates gathered to consider the future direction of our organization, with over 120 amendments and resolutions on the agenda to be debated and voted on. Topics included seniority calculations, fiscal responsibility, and updates to policy and position statements.
There was a significant amount of participation from New England in authoring amendments and resolutions, and while not all of the authors could attend, your voices were heard, and opinions were shared. One significant amendment that passed, A25-01 added the words “pay and benefits” to the first objectives of the union, reinforcing our core mission to advocate for the financial well-being of our members.
The convention is run under the Roberts Rules of Parliamentary procedure, and voting is initially done by voice, with 2/3 required to pass an amendment and a simple majority to pass a resolution. However, if it is close, they will go to a standing vote, and then to a count. If it is still close, then a roll call vote allows each delegate to cast the votes for the number of members they represent. We ended up with a roll call vote on whether members working under an age 56 waiver should lose their seniority – this sparked some thoughtful discussion, and ultimately the amendment passed. There was also an amendment passed to form a National Training Committee, with a representative from each region.
Despite three full days of business, the volume of proposed changes meant not all agenda items were addressed. Per convention rules, any business not heard dies on the floor and must be resubmitted at the next convention if the authors choose to bring it forward again.
I am very proud of the way our NNE delegation represented this Region. The New England delegates were not shy about going up to the microphone to debate a topic or state a position on behalf of you. The opinions of NATCA New England were clearly and confidently represented.
The National Constitution Committee will now update our Constitution with the changes that were pass, and you will receive an updated copy soon.
This week also marked the long-overdue rollout of the CRWG staffing targets. These new staffing numbers were created in 2023 between NATCA and the FAA to more accurately reflect the staffing needs of each facility. In 2024, FAA Reauthorization was signed into law, and now these staffing numbers are a part of the Controller Workforce Plan (CWP) which means the FAA will budget towards these staffing targets. Last week, an MOU was signed addressing the CRWG Facility Staffing Targets. Hopefully, you had a chance to attend one of the briefings held this week on the changes associated with the implementation of these staffing numbers. The primary change is the new calculations surrounding releases, with a new staffing sheet called the Expected To Target (ETT) that looks at your actual month-by-month staffing over the upcoming 12 months (known losses, expected certifications) to provide granular data for making accurate release decisions. We will hold our first NCEPT panel using this data next Wednesday, May 21, and this replaces the current release policy. Constitution Committee Update

First off, I would like to thank everyone who took the time and made the trip to San Francisco to represent New England. This year’s convention used more Robert’s Rules than any in the recent past, and your representatives did an excellent job.
The Constitution Committee is here to help you with multiple things. First, if you are interested in submitting an amendment to our National Constitution, please reach out. I will help you craft the language to give your amendment the best chance of success. As a committee, we are impartial, and regardless of how we might feel personally, we are committed to helping you achieve your goals. This also applies to Local Constitutions. If you want to make changes, please reach out, and I can assist you in the same manner.
Robert’s Rules is another area where the committee can offer support. While I know that meetings in smaller locals in the region may not get too out of control, I am a resource available to help any leader navigate these procedures.
We also handle constitutional interpretations. If you believe something is being interpreted incorrectly, you can submit a formal request. As a committee, we will deliberate and provide an official interpretation. This process is outlined in Article XIV, Section 4 of the National Constitution.
There were also some changes to amendment submissions starting with the 2027 Chicago Convention. Submissions will now be limited to 10 co-authors. The deadline for submissions is December 3, 2026. This date is more than 120 days before the convention and was chosen because 120 days out would have fallen on December 28, 2026, which is right in the middle of the holidays.
Additionally, any resolutions that were not heard at the last convention are no longer active. If one of your resolutions was not heard and you would like it considered in Chicago, it will need to be submitted again.
Please submit your amendments as early as possible; do not wait until the December 3, 2026 deadline. Early submissions will allow the Constitution Committee time to review and help refine them, increasing the chances of success.

First-Time Convention Experience

As a first-time delegate at NATCA’s National Convention, I had the opportunity to actively participate in the democratic process of our union, engage with experienced leaders and fellow members from across the country, and gain a deeper understanding of how our collective voice shapes NATCA’s future.
The experience was both educational and inspiring, providing valuable insight into the importance of solidarity, representation, and the inner workings of union governance. It was an empowering introduction to union activism and advocacy.
