On February 6, 2025, the Agency notified NATCA of its intent to update the Federal Aviation Administration (FAA) Order JO 7110.65 and JO 7210.3, to reflect changes to the recently revised FAA Order 7110.118, Land and Hold Short Operations (LAHSO). On the same day, NATCA requested a full briefing, which the Parties held on March 4, 2025.

During the briefing, the Agency stated that it worked collaboratively with NATCA’s Article 114 representatives that led to this Document Change Protocol in Order JO 7110.65. The LAHSO procedures added to JO 7110.65 are previous procedures detailed in the current LAHSO order 7110.118. The changes intend to clarify procedures but not change them. This Document Change Protocol will be effective August 7, 2025. The Agency stated that it plans to distribute the Order nationally and any training would happen on the facility level where the procedures are conducted. NATCA did not submit a proposal on this matter.
