The NATCA in Washington (NiW) Congress 101 workshop was a review of the basic structure of government with an emphasis on congressional leadership and the congressional committees that are relevant to the Union. The session included information for all experience levels from first-timers to returning activists. The session was instructed by Richard Kennington, Northwest Mountain National Legislative Committee (NLC) Chair. During his time with the NLC, Kennington has made it a priority to give NATCA members a strong legislative foundation to help them become better activists.

NATCA President Paul Rinaldi and Executive Vice President Trish Gilbert used the occasion of the Union’s 30th anniversary this year to take a record number of NATCA in Washington attendees on Monday, May 22, through an event-opening presentation of where NATCA has traveled, where it is now, and where it needs to go.

Their remarks, before more than 500 NATCA members representing each Congressional district, come at a critical intersection of issues affecting Union members. That includes air traffic control funding and possible Federal Aviation Administration (FAA) reform, proposed cuts to federal employee benefits, modernization and infrastructure, and the continued decline in the already critically low level of certified professional controllers on the job nationwide.

Rinaldi emphasized the collective strength of the Union and its increasing legislative activism as the keys to achieving the goals of the organization. He implored attendees to continue fighting harder than ever to tackle whatever issue is in front of them.

NATCA in Washington (NiW) 2017 was historic, attracting more than 500 attendees representing all of their brothers and sisters in meetings with Senators and members of Congress on Capitol Hill. Congressional meetings are the highlight of the event, but attendees also listened to congressional speeches, were addressed by NATCA President Paul Rinaldi and Executive Vice President Trish Gilbert, honored dedicated activists for the Union, and expanded their skill sets by attending classes.

1993: NATCA’s First Lobby Week
Background: NATCA’s first national legislative week began on Sept. 20, 1993. At the time, more than 250 members participated in the inaugural “Lobby Week.” The Union launched the program to raise legislative awareness and provide an opportunity for members to meet their congressional representatives.

Notable Issues: NATCA members descended on Capitol Hill in support of H.R. 2663, also known as The Air Traffic Controller Incentive and Retention Act, which included premium pay for working Saturdays and boosted the controller operational differential from 5 to 15 percent. As a result of our members’ legislative activism, the number of co-sponsors for the legislation increased from 10 to 41.

While the bill was ultimately not enacted, it was a promising first effort by NATCA to influence the legislative process and began a yearly tradition of activism on Capitol Hill.
