Preparations are underway for NATCA’s 20th Biennial Convention to be held at the Marriott Marquis in San Francisco on May 9-11, 2025. The deadline for submitting proposed amendments for the upcoming Convention was 11:59 p.m. EST on Thursday, January 9, 2025. See FAQ on Proposed Amendments and Resolutions for Convention here.

19th Biennial Proposed Amendments to the NATCA Constitution, Resolutions, and Policy and Position statements

The National Constitution Committee (NCC) is responsible for creating the biennial convention package, containing all the proposed amendments to the NATCA constitution, resolutions, and policy and position statements. A convention package of these materials has been mailed to members in advance of the convention and should arrive by mail to members in the next few weeks. The booklet is also available electronically on the NATCA Convention resource web page.

Hotel & Travel Information

San Francisco Marriott Marquis

The San Francisco Marriott Marquis offers guests comfortable rooms (many with sweeping city views), modern amenities, exceptional service, and an unparalleled location downtown, in the SoMa District. For NATCA’s 20th Biennial Convention, our Union will make use of a lot of the more than 133,000 square feet of event space in the property. During their stay, NATCA guests can also work out in their 10,000-square-foot bi-level fitness center. The hotel also provides easy access to attractions including Moscone Center, Chase Center, Oracle Park, Union Square shopping, and the museums of SoMa and Yerba Buena.

Room Rates, Taxes/Fees, Booking Deadline

The NATCA Convention daily rate for the Marriott Marquis is:
Standard Single: $209.00
Standard Double: $209.00
Additional Person: $30.00.

Not included in the guest room rate is a 14% local room tax, a 2.25% SF convention tourism tax, and $0.73 California tourism fee, per room per night. These additional taxes/fees are subject to change.

The process for reserving a room as part of the NATCA room block at the hotel is a part of the registration process for Convention. Please do not book a room directly through the hotel. The deadline to book your room at the San Francisco Marriott Marquis through NATCA’s registration process has been extended to May 4.

  • Credit cards are only used to guarantee your hotel room reservation. Your card will be not be charged when you complete your reservation. 
  • Any cancellations to your hotel room must be made 72-hours before your arrival date. It is your responsibility to cancel your own room reservation. If you do not cancel by that deadline, your credit card will be charged for one night. 

Transportation/Airports

  • The hotel does not offer any shuttle service to or from area airports.
  • The hotel is located at 780 Mission Street. A map of San Francisco Marriott Marquis can be found here.
  • The Bay Area Rapid Transit (BART) system’s Powell Station is only about a block away from the hotel. Learn more about BART here.
  • San Francisco International Airport (SFO) is about 16 miles away from the hotel by car. One also can travel from SFO to the hotel on BART in about 30 minutes.
  • San Francisco Bay Oakland International Airport (OAK) is less than 20 miles away from the hotel by car. One also can travel from OAK to the hotel on BART in about 45 minutes.
  • San José Mineta International Airport (SJC) is less than 45 miles away from the hotel by car.
  • A limited amount of valet parking is available at the hotel, on a first come basis. The overnight parking rate for standard-size vehicles currently is $91.20 a night.

Rooming and Hotel Frequency Asked Questions

REIMBURSEMENT AND SUBSIDY 

  1. What do I get reimbursed as an SRF-12 Facility 

SRF-27 National Convention Lodging:  A National Convention lodging policy shall provide that, one NATCA delegate per Local that is eligible for reimbursement under SRF-12, the lodging costs for one night prior and all subsequent nights of the convention are covered if a NATCA member rooms with another NATCA member, or half of the lodging costs if a member elects to have a single room. 

  1. How much is the NATCA National subsidy for locals? 

As per SRF-24, no later than 180 days prior to NATCA’s Convention, the NEB shall establish the criteria for determining which Locals qualify for the subsidy, the level(s) of subsidy, as well as the process for applying for any such subsidy. For those NATCA Locals that qualify, subsidy checks will be issued after the Convention. This subsidy amount will be posted on the NATCA Convention website. 

  1. How does my local receive the NATCA National subsidy? 

As per SRF-24, no later than 180 days prior to NATCA’s Convention, the NEB shall establish the process for applying for any subsidy. This process will be shared on the convention website.

  1. How do I get a reimbursement as an SRF-12 facility? 

All members eligible for lodging reimbursement after the convention will be responsible for filling out the NATCA National voucher. 

ROOMMATES 

  1. I have a roommate, and we are both SRF-12 facilities, but we have different arrival/departure dates, how does reimbursement work? 

Per SRF-27 National Convention Lodging:  A National Convention lodging policy shall provide that, one NATCA delegate per Local that is eligible for reimbursement under SRF-12, the lodging costs for one night prior and all subsequent nights of the convention are covered if a NATCA member rooms with another NATCA member, or half of the lodging costs if a member elects to have a single room. 

You will only be reimbursed for half of the lodging costs for any night(s) that you do not have a roommate. 

  1. How do I handle reimbursement from my roommate? 

If there are any agreements between members regarding lodging costs, payments between roommates must be handled between the two members. 

  1. Something came up, I have a roommate, and I must cancel my reservation—what do I do? 

All changes to reservations and roommates will have to be made by the member and with the hotel. Coordination between roommates will have to be done amongst themselves. If there is a cancellation, the other member will have to ensure they make a room reservation using the hotel link. 

  1. I have a roommate; does it matter who books the room? 

It does not matter who books the room when you have a roommate. However, whoever books the room will need to ensure that the roommate’s name is on the booking. If that option is not available on the reservation page, please call the hotel to have the name added to your reservation. 

  1. I don’t want to have a roommate anymore; can I get my own room now? 

Once you have coordinated a roommate and made all applicable reservations, it will be the members’ responsibility to change arrangements, make any applicable payments, and ensure that all parties involved are informed of the change.  

  1. I have a roommate and I’m not an SRF-12 facility, but they are, is any part of my room reimbursed? Who gets the reimbursement? 

If you are not an SRF-12 facility, you will not have any reimbursement eligible to you from NATCA National for lodging. The member who is an SRF-12 facility will be eligible for a reimbursement of half of the lodging costs. 

  1. I have a roommate and neither of us are SRF-12 facilities, will we be eligible for any reimbursement of lodging costs? 

If members are not SRF-12 facilities, you will not have any reimbursement eligible to you from NATCA National for lodging. 

PAYMENT 

  1. I got charged the entire hotel fee but I’m an SRF-12 facility. 

All members are responsible for paying for their hotel stay. If you are an SRF-12 facility and qualify for a reimbursement, members will be responsible for submitting their reimbursement request to NATCA National after Convention. 

  1. I wasn’t charged the correct room rate fee. 

Please reach out to the convention email address on the NATCA website for assistance. 

  1. I was charged the resort fees.

BOOKING, CANCELING, CHANGING HOTEL ROOM RESERVATIONS 

  1. Who books my room for convention? 

All members are responsible for booking their own room once the NATCA room block is open. The link is available on the NATCA convention website. 

  1. Something came up and I must cancel my hotel room reservation. How do I do that? 

All cancellations will have to be done by the member and directly with the hotel. If you have already registered for convention, be sure to update/cancel that registration as well. 

  1. How do I change my hotel room reservation dates? 

All changes will have to be made by the member and directly with the hotel.  

  1. Do I get charged if I cancel my room? 

Depending on when you cancel, there may be a cancellation fee set by the Convention hotel.

Convention 2023 Charities

NATCA Charitable Foundation

The NATCA Charitable Foundation (NCF) is a nonprofit 501(c)(3) corporation that works to make a difference in the lives of many. NCF has no paid employees and continues to be a 100% volunteer organization of all ages and professions. This keeps costs down and helps ensure donations make a difference to those most in need. NCF’s philanthropic efforts stretch across the country. NCF seeks out areas of need that go un-funded or are missed through other donor drives. It seeks out smaller charities that help the underserved in the communities where NATCA members live and work. Across the country, through NCF, NATCA members and their family and friends give and volunteer to make a big impact and help bring smiles to those in need.

NCF is a 501(c)3 non-profit organization, and we invite you to come and learn what we do to make a difference. NCF has no paid employees and continues to be a 100% volunteer organization. For the past two years, NCF has donated $275,000 to charities across the country, chosen by our Union’s members.

This year, NCF is supporting four charities and sponsoring events in Fort Lauderdale in honor of NATCA’s 19th Biennial Convention: Citizens for a Better South Florida, Fish With a Hero, Safespace, and Thorn. Read more about each charity here.

NCF will once again host its famous silent auction in the foyer outside of the Convention Hall. Join us in bidding on one of our many great items.

Half Shell 5K Beach Fun Run/Walk

Join the NATCA Charitable Foundation for the Convention Half Shell 5K Beach Fun Run/Walk on the beach behind the Diplomat Hotel and Resort. Water & snacks will be provided. Each participant will receive a 26 oz reusable water bottle with the Half Shell 5K logo.

Fish With a Hero

Fish With a Hero, Inc. is a public charity and Florida not-for-profit corporation qualified under Section 501(c)(3) of the Internal Revenue Code. Each year, Fish With a Hero provides world class fishing experiences and sponsors programs designed to assist participants in dealing with the effects of PTSD, traumatic brain injury, and other disabilities and wounds of war.

SafeSpace

Mission:
SafeSpace empowers the safety and well-being of adult victims of domestic violence and their children by providing intervention, prevention and advocacy services.

Vision:
SafeSpace envisions communities unified in achieving freedom from domestic violence.

SafeSpace, a 501c3 nonprofit organization, is the only state certified domestic violence center saving lives 24/7 and preventing domestic violence throughout the Treasure Coast of Indian River, Martin and St. Lucie counties. It is the local area expert in providing domestic violence services and offers a safe haven to victims and their children as they seek refuge from physical and emotional abuse.

SafeSpace is much more than just a crisis hotline and an emergency shelter. It empowers victims to become survivors by providing an extensive array of other programs and services, including legal assistance, financial literacy training, emotional and mental health counseling, advocacy, community outreach, and prevention education.

Thorn

We build technology to defend children from sexual abuse.

Thorn was born in 2012. Our co-founders Ashton Kutcher and Demi Moore had learned about the issue of child sex trafficking from a documentary highlighting what was happening to children in Cambodia. They describe it as this moment where you learn something about the world that you can’t un-know. As they started learning more, they realized that it is just as prolific of a problem here in the United States as it is overseas.

NATCA encourages all members to arrive in San Francisco in time to participate in the pre-Convention classes on Thursday, May 8, from 12 p.m.-4 p.m. at the Marriott Marquis. No advance registration is required.

Disaster Response Committee (DRC): A Crash Course in What You Need to Know

The Disaster Response Committee (DRC) was established in 1992 following Hurricane Andrew to provide assistance to NATCA members impacted by disasters. Funded by the generosity of NATCA members, the DRC continues to provide support in response to hurricanes, tornadoes, floods, wildfires, and other catastrophic events. This session will provide an overview of the committee’s mission, structure, and how members can contribute to disaster relief efforts.

Understanding Your NATCA Benefits

NATCA membership provides access to a wide range of valuable benefits, including insurance, financial services, travel discounts, and legal assistance. This session will offer a comprehensive overview of the programs available to members, ensuring that attendees are fully informed on how to maximize these benefits.

What Do Article 114 National Representatives Actually Do? A Closer Look

NATCA’s Article 114 Representatives work directly with the FAA to introduce and integrate new technologies, systems, and procedures into the NAS. But what does that really look like? More importantly, what value does it bring to our members? Join us for an interactive discussion about the critical importance of NATCA’s involvement with the agency on programs that affect controllers.

Occupational Safety and Health Administration (OSHA): Understanding Your Workplace Protections

NATCA representatives play a critical role in protecting members from unsafe or unhealthy working conditions. This session will provide an overview of workplace protections under NATCA’s Collective Bargaining Agreements (CBAs), covering issues such as air quality, mold, asbestos, drinking water, and other environmental hazards. Attendees will gain an understanding of how to advocate for safe working conditions and ensure their well-being throughout their careers.

You do not Need a Title to be a Leader or Role Model: Influencing the Future and Affecting Change

Leadership is not defined by a title but by the ability to positively influence others. This session will focus on self-awareness, personal development, and the skills necessary to foster a positive workplace environment. Attendees will explore key leadership fundamentals and learn strategies for improving areas of personal growth to enhance their impact within their facilities and NATCA as a whole.

Employee Assistance Program (EAP): Resources for NATCA Members and Their Families

The Employee Assistance Program (EAP) is designed to support the well-being of employees and their families by offering confidential counseling and referral services. This session will provide an overview of the program, which addresses issues such as mental health, substance abuse, family concerns, stress management, and other challenges that may impact job performance. NATCA’s EAP Committee collaborates with the FAA to ensure members have access to these critical resources.

Mock Convention: Preparing to Participate in NATCA’s Convention

Public speaking and parliamentary procedures can be intimidating, but preparation can help members feel confident when addressing the Convention body. This session will provide an interactive experience in which participants can observe or engage in a mock convention. Attendees will learn how to address the Chair, make motions, propose amendments, and navigate Robert’s Rules of Order. This session is highly recommended for first-time attendees and those seeking to improve their public speaking skills.

Robert’s Rules of Order: Understanding Parliamentary Procedure

Robert’s Rules of Order establish the guidelines for deliberation and debate, ensuring fair and structured discussions. This session will provide an introduction to parliamentary procedures, including how to effectively participate in meetings, propose motions, and navigate procedural rules. Whether attendees are new to parliamentary procedure or in need of a refresher, this session will enhance their ability to engage in NATCA’s governance processes.
